Quality criticism and improvement recommendations of post graduate and doctorate studies in Turkish universities

In our universities, the weights are given more towards hardware, ceremonies, celebrations, graduation days, university president elections and appointments, which are more political and show off contents but core activities cannot reach to desired levels among which are software, total quality control in science, post graduate studies as MSc degrees and PhD studies; these are mentioned only linguistically from time to time. As a result, most often the scientific works appear for providing academic titles only; but effective, efficient, scientifically involved, ethical purposes cannot be reached. Therefore, MSc and PhD studies remain unqualified and Turkish Council of Higher Education (Yükseköğretim Kurulu, YÖK) seeks quality improvement on these matters, but the success is not possible by giving orders from higher authorities. In order to reach the real success, it is necessary to make self-criticisms by staff members, YÖK members, science-politics relations and their assessment under the ethical rules as to what extent they accord with. In this manuscript, in a wider content education system, student, staff member, relationships among them and ethical behaviors are explained according to the assessment of the author. On the other hand, the significant elements required for quality improvement and their types are explained. All explanations in this manuscript are based on the personal experience and views of the author, and hence, they are subject to open discussion, comment and criticism. It is hoped that such comments, debates and improvement views can be integrated in such a manner that they move the science of the country towards international level.
