Building the culture of research and innovation in the higher education institutions*

One of the most important responsibilities for most of the higher education institutions is to build new or to improve existing knowledge through research and innovation, and to transfer generated knowledge to students. Developing, improving and teaching knowledge in this respect cannot be separated apart and respective systems to put these capabilities into operation shall be well-formulated. Developing and performing the respective capabilities for one or two of these will therefore not be enough. There is a remarkable diversity of implementation in especially developing and improving knowledge in Higher Education Institutions of Turkey, which is not at a desirable level. Although there could be some logical explanations for this, one of the most important one is the lack of research and innovation culture. This paper presents some recommendations on developing research and innovation culture. Basic elements of this culture and several ways to motivate and increase the respective momentum are highlighted with concrete suggestions. The paper focuses especially on improving foreign language capabilities of the researchers, freedom of research soul, capability of working independently, awareness, focus of attention, ownership, feeling in need, funding scientific studies, design of institutional processes, and developing innovation and research vision as well as defining respective processes.
