The Impact of the New Coronavirus on the Turkish Education Policy Practices: New Regulations of the Ministry of National Education and the Council of Higher Education

Abstract
Infectious diseases have played an important role in social life throughout human history. Recently, an infectious disease caused by a new Coronavirus which is called Covid-19 has emerged. Cropping up in Wuhan, China, this disease has been spreading rapidly all over the world since December 2019. To comply with the new social order, states have been taking measures necessitated by the new Coronavirus and determining policies in various fields such as education, health, culture and transportation. Considering that education is one of the most heavily-hit fields, it is indisputably vital that proper education policies are determined and implemented as part of an effective social state policy. This study examines the effect of the new Coronavirus on Turkish educational policies. Immediately after the Turkish Ministry of Health announced that the first case of Covid-19 was confirmed in Turkey in March 2020, the Ministry of Education (MoNE) and the Council of Higher Education (CoHE) have introduced some new regulations. By applying discourse analysis, the education discourses regarding these regulations required by the new Coronavirus will be discussed.
